The challenge

The joint Canada–U.S. 600 MHz television repacking initiative reorganized large numbers of over-the-air television assignments into a smaller portion of the UHF band. The planning problem combined feasible channel assignments, television coverage, interference protection and cross-border coordination.

Founder’s role & software contribution

Before founding the consultancy, our founder served as the Canadian-side project lead for the development of engineering software and tools supporting the joint Canada–U.S. 600 MHz television repacking initiative and contributed to the associated software effort. This was a collaborative initiative; this case study does not claim sole authorship of TVStudy.

The engineering problem

A channel assignment cannot be evaluated in isolation. Its feasibility depends on the other assignments, coverage constraints and protection relationships on both sides of the border. Software made these interconnected constraints practical to evaluate within the planning process.

Why it mattered

The initiative helped clear upper 600 MHz spectrum for commercial mobile broadband and subsequent 5G deployments. The contribution described here concerns the engineering software effort supporting that broader work.
